The government of the Protectorate of Bohemia and Moravia decrees on the basis of § l para.I of the decree 'of the Reichsprotektor in Böhmen and Moravia of 12 December 1940 ( VBlRProü. 604 ) on the extension and amendment of certain provisions of the Constitution-Enforcement Act of 15 December 1978 ( Coll. No 33O ), as amended by the Regulation of 27 February 1942 ( VBlRfrot, p.42 ) : Art. I ( 1) The budget consists of the General Plan and the Sections ( Chapters ); the general plan and the sections fall into expenditure and revenue. The further breakdown shall be made in titles, paragraphs, items and sub-items. (2) The estimates and the accounting of expenditure and revenue shall be based on the nomenclature ( annex ) . ( @ Expenditure and revenue must normally be estimated with gross totals for the whole accounting year. The accounting year shall be the same as the calendar year. Article II (1) Expenditure and revenue shall be managed in accordance with the budget.
