VV 46 3° The control of this expenditure must not be limited to merely monitoring the total expenditure, but will also check whether the purpose of the subsidy has really been fulfilled, whether the sub-vention has been given to the correct recipient, whether it is not too expensive for the distribution apparatus, whether any conditions have been met, etc. These circumstances must be quickly identified, not by lengthy coordination, but by proper inspection or inspection on the spot, without unnecessary administrative burdens. In the case of inspections and inspections, the deficiencies found shall normally be rectified on the spot by means of notes (notes) if the body concerned is responsible for the necessary measures itself. Only those defects and perceptions which cannot be rectified in this way are to be communicated to the relevant central authorities for further negotiation.
