The desired simplification of the examination procedure (point 2 of the draft) is to be welcomed, but I have concerns about the formulation of the control powers (point 1 of the proposal). Although the WCC is not formally, but also materially, it is recognized that it is true that during the war the material examination comes to the fore and undergoes a certain expansion; however, it must always be in direct relation to the actual scope of the ORkB's tasks (Law of 20.3.1919, Coll. No. 175). It is not a matter of turning the WCC into a kind of "super-ministerium" by means of extensible general clauses, which would be able to talk into any matter in any administrative area. I also doubt that the officials of the ORkB will have the necessary expertise and practical experience. It would be interesting to compare it with the Court of Auditors of the Reich, which does not exercise such powers.
