Of the greatest necessity for the total labour input is not only the number of workers to be provided, but also their highly expedient and economic integration into the labour process. It is also important to consider all the problems of pay, intermediation and treatment, as well as the feeding of foreign workers in the Great German Reich and in the occupied territories. The highest and exclusive aim of the entire labour input must be the achievement of the best possible performance of all the workers created for Deutechland. This goal can only be achieved if the uniform management of the work in the Reich and in the occupied territories is absolutely guaranteed.28 The solution of all these problems is entrusted to the General Representative for the work with the Representative for a four-year plan Reichsmarschall Hermann Göring. 1) the order of the officer responsible for the four-year plan for the implementation of the decree of the commander on a general authorised representative for the work mission dated 27.3.42, RGBl.
