-2- In implementation of the Decree of 30 September 1942, I appointed commissioners for the purpose of the uniform order and management of the work in the General Government, the Protectorate of Bohemia and Moravia, the Reichskommissariatten and the occupied territories in the West and East. These commissioners, on the basis of this decree, have the duty, according to my instructions 1. The recruitment of us to ensure that the workers in the food and armaments industries in the large-scale Reich themselves are guaranteed. 2. In the areas attached to the Great German Reich and in the most populated areas, the workers needed for agriculture and armaments are provided according to the necessary requirements and to arrange for their use. 3. In these areas, an order of the deployment of skilled workers and auxiliary workers, the most urgent need for workers for the Wehrmacht, for the transport sector, as well as for the most pressing armaments and construction tasks, should be carried out, ensuring the economical use with the aim of the best possible benefit effect, following the model of German working methods and the German pos- tice. 4. Taking into account the fact that the German worker must always be in the first place in his remuneration and that a healthy wage gap must be maintained for the Great German Empire, to ensure that the wage and compositional system in its area is regulated according to the point of view of the increase in performance. The representatives of the labour force are directly responsible to me.
