The use of buildings for the distribution of children's land is also possible in the Protectorate of Bohemia and Moravia on the basis of § 5 of the Reichsleistungsgesetz. As far as these are accommodation establishments (hotels, pensions, etc. ), the circular decree of the Imperial Minister of the Interior is valid in the case of May 194l. According to section Iv para.5 of this decree, the Reichsprotektor in the Protectorate of Bohemia and Moravia may adopt different provisions, taking into account the local circumstances.The decree of the Secretary of State of l8.ll.1940 concerning the dispatch of children's land, mentioned by the Superior Council of Kolin, may probably be regarded as such an amendment.In the rest of the Reich, a claim for the purpose of sending children' s land can only be made if the Wehrkreisverwaltung abolishes the "limits of the 5§5 and 6 of the German Reichsleistungsgesetz in individual cases in favour of places of need outside the Weirmacht". After the children's land dispatch in the Protectorate of Bohemia and Moravia was transferred to the Reich Protector (Mr. State Secretary ), it is possible in my opinion. Even less so than in the Protectorate the Upper Land Councils were designated as the central office for the use of shelters by the Wehrmacht, police, RAD and the Party.
