30 17. November 1942. m.d.F.D.G.b. Dear Stuckart ! We have spoken orally briefly about the decree of the Reich Defence Commissioners in the Reich. I agree with the proposals made for the Protectorate that, once in the decree, the responsible guardians for the protectorate are eliminated as regards their role as Reich Defence Commissioners for their territories in the Protectorates, and that the tasks of an Imperial Defence Commissioner for the Protectionate during a special decree are set out. I propose the following order: For the Protectorate of Bohemia and Moravia, the Imperial Protector becomes Reichsdefense Commissioner for his area, which is his own military circle. According to the regulations in the rest of the Reich area, in support of the Imperial Defence Commissioner, an Imperial Defence Committee would have to be formed in the Protectorates. In order to represent the party in this committee, the four leaders of the head of the party liaison body responsible for the Protectorate will be appointed. I will still propose the composition of the Reichsdefense Committee. It will, however, contain in particular the services which have to represent the tasks of the Special Commissioners of the Führer in the Protectorate, i.e. above all the duties of Minister Speer and Gauleiter Sauckel, the functions of the Wehrmacht and the Party.
