VII B/Hg. 2200-0 Subject: Introduction of laws on youth welfare for the German youth in the Protectorate of Bohemia and Mähren. Unfortunately, a gap has remained open in the Protectorate of Bohemia and Moravia in this extremely important field of work, since the legislation of the rich has not yet been introduced. Under the 31.5.1940 I was informed, on my repeated ideas, by Group I 2 b, that the Minister of the Interior of the Reich must refuse the introduction of the Youth Welfare Act in the Protectorate at least for the duration of the war, since it is impossible to employ suitable Reichsdeutsches Sachbearbeiter. Since, in the long term, the absence of these provisions of law meant an untenable state for the entire work of the people in the Protectorate, I submitted a draft decree to the Minister of the Interior of the Reich via the Party Chancellery, after consultation with the Hauptamt für Volkswohlfahrt, who will carry out these tasks in the protectorate to the NSv. In this way, German youths in Bohemia and Moravia should be given the same care as is customary in the Great German Empire. Unfortunately, this draft was initially rejected by the Minister of the Interior with the remark that he himself would submit a draft which would bring the introduction of these provisions into the Protectorate and, because of the special circumstances here in the room, would enable the Minister for the Protection of the Reich to carry out further delegation of these tasks to the Party, for example, NSv. I have repeatedly pointed out the special urgency of these tasks and I would ask you to do so.
