A government decree is drawn up on the basis of which the individual enterprises are classified in the Central Association of Industry and the Central Confederation of Crafts, either within the meaning of the criteria laid down by the two Central Associations and approved by the Ministry of Trade or, in individual cases, by the mere agreement of the two central associations, the purpose of this regulation is to free companies which are actually engaged in industrial activities from membership in the cooperatives and thereby avoid a dual membership which does not correspond to the nature of the organic structure of the economy. As regards the demarcation between industry and trade, the question of the organisational affiliation of automo bile factories, oil refineries and dairies is currently being examined. The Liaison Division is concerned, among other things, with the question of trade bodies and their integration into the public sector of commerce, since the industrial organization has a major interest in finalising these issues.
