- 5 - SOV the prohibition of the establishment or extension of enterprises as well as requests of the groups of companies for the publication of customers in accordance with Reg.Vdg.Slg.No. l64/l940. In the period from October 5 to 13th llovember l940 incl. either presented to us by the Department of Commerce for their opinion, or, through our mediation, six cases of exceptional authorizations from the prohibition of the establishment, i.e. extension, were dealt with. Of these, 4 cases have been dealt with, ie. favourable, 2 cases remain and are further identified. The cases concern the following economic groups : virtuous group: number of applications: XI. The announcement of the restriction on the establishment and expansion of large-scale retailers concerns the activity of entrepreneurs only to a minor extent, whereas the announcement of a restriction on establishment and extension of retail shops affects the industrial enterprise activity insofar as it also intervenes in the so-called factory sales offices. In the version of the individual provisions of the declaration, however, it was precisely the conditions of the factories which were not sufficiently taken into account, and some provisions of that declaration could jeopardise the adaptability of the undertakings and the possibility of planned expansion of the factory enterprises which sell their goods directly to the consumers in their own factory sales offices. This is why we have drawn up a draft explanatory memorandum which can be included in the implementing regulation.
