When merging the local courts, it must be taken from the outset into account that a reduction in the number of local courts may be possible in the near future beyond the present level and that, therefore, the districts of the district courts to be shut down must, according to a plan to be drawn up in a uniform manner from the beginning, be added to such local courts which can be expected to continue to exist. I would also ask that the following guidelines be observed. 1. In each county, a local court should remain in any case, including in the case of further cooperation measures; in larger districts, the maintenance of one or, in particular, several other local courts may be justified. Various urban districts are now divided into several local courts; here too, a merger, with a reduction in the number of municipal units, will have to be pursued as far as possible. The district of the local courts, which remain, is to be extended to the districts of the district courts to be converted into a branch or a court day or completely shut down (see below 2). At present, existing local courts are maintained, taking into account accommodation options, that which can be reached most quickly and easily from as many parts of its future district as possible. The size and economic importance of the city in which a local court has its seat can also be taken into account in the election of the district court to be maintained; however, it is not necessary to pass the local court, which currently has the larger district or the larger number of courtesans. In the case of the remaining local court, the case is to be dealt with for its whole future district only in a small number of cases which were to be brought before the district courts to be converted or completely shut down and in which the population can be expected to have the greater amount of time needed to seek the court in the future.
