It should honour and aohten the word given, fulfil its obligations, respect the treaties and treaties concluded, and base its entire private and public life on respect for the freely adopted domestic laws and international treaties agreed with other States and peoples. The war in 1914 - l918 has undoubtedly strengthened these three basic ideas of the modern democratic bourgeoisie. The totalitarian dictatorships in their nature are the absolute negation of these three categories of principles.
