The most legendary articles were violated; one international treaty after another was torn apart and destroyed; the interference of authoritarian states in the internal politics of democratic neighbouring states became a system of their daily politics; their leaders systematically held public speeches, and committed themselves a hundred times with their word and broke it; they gave all kinds of guarantees and paid no attention; they signed new treaties and violated them all. The authoritarian regimes destroyed their parlaments and all public freedoms, free cultural life, free schools, their liberal legal systems, and imposed total barbaric lawlessness with concentration camps and an incredible martyrdom of their political and national opponents. We all see how hundreds of thousands, even millions of suffering emigrants, formerly free people and citizens, are driven out of their centuries-old homes and, as they were told, they are never allowed to return, where in the world should they now seek a new home? We saw all these hundreds of thousands of formerly free people preferring poverty and suffering from humiliation, dishonesty and tyranny in the Fatherland. And we see whole peoples in fear of the incessant terror and in
