76.) Today it is no longer a secret that, as far as the financial and economic situation of today's dictatorial regimes is concerned, they represent an unmistakably complete failure, if they had to prove their effectiveness and ability by solving the most serious economic problems such as unemployment, budget uncertainties, trade and export problems, monetary questions, they would have forced them to unmanageable experiments in the economic and financial field. Today it is already clear that these attacks are an absolute failure, since they were necessarily extremist, partly artificial, partly violent, and did not correspond to the general natural possibilities of the countries concerned, today it is also very well known that the dictatorships in economic and financial fields - unlike the democratic states - needed methods and means that drove them either to the inevitable financial overthrow or to an ever new and repeated violent and exhausting social and economic revolution. As a result, the dictatorships had to systematically and generally lower their standard of living, the population is impoverished, suffering deprivations and will in future suffer deprivation for a long time. It is a fact that the fascist dictatorships since 1938/39 have been in the midst of a very deep social and economic crisis.
