It is a social fact that the struggle of men for this higher culture and civilization, this higher degree of freedom and defamation of the human personality, is not in a straight line through ruhi- ge development; it is taking place in social waves. We have times of freedom in which the first revolutionary enthusiasm ignites too high, in which a liberated generation commits and mis-successes its liberated rhymes out of enthusiasm or weakness, because they are inexperienced; and it follows the reaction - often a violent one. However, in times of decline a new wave of freedom follows. This time the newly liberated people and their piping are more prepared, more mature; it learns and must take place from its earlier errors and mis-conducts and realizes in these new times a higher level of culture and civilization, of freedom and respect for the human personality. So there is a new wave, a higher time of the development of society and of human civilization. Of course it is hard and regrettable that humanity must pay so dearly for its fort-earing and the aspirations for its own perfection, perhaps someone will suspect that this conception of history
