240 essential principle of democratic freedom the action of the state maaht (legislative, executive and judicial) and their mutual control, the constitutional right of all free peoples and nmmentlioh the modern democratic right have therefore created the well-known legal doctrines about the division of the three mentioned state powers and put these three different parts of the State power and the sovereignty in the hands of each other separate and special organs, which complement each other, but above all should restrict and control each other. So that the functioning of these three separate constituent factors is correct, expedient and successful, and thus, on the one hand, for the protection of rights and individual freedom, and on the other hand for the benefit of the State. The political parties are therefore a fundamental factor in democratic freedom, their expression, their protector and their constant guardian, because they bind the whole state administration and all its organs, the abuse of power and the destruction of democratic constitutional freedoms. They do so by means of the press, public assemblies and rallies and through the parliamentary tribunal. By controlling, controlling and limiting the state administration in all its branches, they also control and restrict each other's own; therefore, in the democratic society, at least two political parties are needed; the one, the government's administration and the administration's representation.
