177.) to resist the dictatorships and totalism in the public statements, to proclaim democracy and to speak very laudably about the freedom of people and peoples, but also to have the right conception of democratic political, social and economic theory, and that one must have the courage, above all, to implement these theories consistently, correctly and fairly into practice. Otherwise, all the great values of democracy are merely empty words, words, nothing but words, determined to hide the vulgar egoistic interests of the ruling classes, parties and individuals, and the result is then - the overthrow. I would therefore like to start by saying a few words about how, in my opinion, the 20th century democracy should look at political theory at all, and how it should take account of the question of democratic leadership. From a democratic point of view, politics must be seen on the one hand as a real science and as a special scientific activity, on the other as a particular kind of art, special artistic activity. Of all human activities, politics is an activity of the highest social importance, whether the scale of value is spiritual, sittlioh or only practical. Po litik is supposed to be a science and an art and always based on a certain philosophy and morality, based on the best philosophical conception of the whole individual and social life.
