It will be possible to carry out its new distribution to individual farmers, with maximum size being determined by law (and thus making a new accumulation of land impossible), and the land and forest holdings of the state, the country, the region, the municipality and the public authorities. The existing system, which enables land speculation, must also be made impossible. In my opinion, there should be no dispute over the principle, at the most, about the expeditiousness or pre-supplementaryness and scope, as well as the conditions under which this form of agricultural property would be enforced.
