171.) determine individual property, take various measures to reduce all excesses of the so-called individual exploitation, which will establish areas in which collective property of the State, the country, the districts, the municipalities or other public collectives will develop, and determine precisely the conditions under which this property will be managed. It will simply be through the development of the last two wars and the social questions they have created, it will also be a question of expeditiousness and of the tried-and-tested practice and experience gained since the last war in the individual totalitarian and democratic states and in the Soviet Union, and finally the problem that has forced all of us to solve through the great suffering experienced by the broad masses of people in today's world crisis and in war. One cannot doubt, however, that it will be a very important social and economic change in the period we call the period of liberal citizenship, urban capitalism and purely individual property. Public finance will also be subject to major changes. Most states will obviously incline towards the experiences of some of the Soviet Union, some of totalitarian states, even though they are subject to their own thorough revision. By the way, some today's revolutionary finance and especially money theories were proclaimed by important British theorists already after the last war (e.g.Keynes).
