14.) Since the degree of individual freedom was too high, the state has fallen into disintegration and anarophobia. To whom, on the contrary, the level of individual liberty was insufficient and the state power exceeded its proper limits, the result was an absolutism and a tyranny of classes, castes or individuals. The inevitable consequence in both cases was the revolution and the absolute failure of the national and state community. No political system other than mature democracy, formed and created, is capable of solving this eternal problem of human society in accordance with law and justice The nature and organisation of democracy alone are such that they require the unfailing struggle of all their citizens for the just relationship between the rumbling and collectivism, for this reason the entire political development of the human society is practically a development towards ever higher democracy. The political history of society shows that this struggle has been waged in all civilized states of all ages and that a period of either anarobia or absolutism has been regularly followed by a better kind of democracy and freedom. It is in the nature of human nature on the one hand and of human society on the other that the mensoh is always drawn in a balanced manner between collectivity and the individual
