The principle of budgetization, nationalization and the generalization of the means of production, the distribution of goods and private profits in certain bourgeois democracies is quite in its beginnings, in other places it is rather advanced; in some places it has so far struggled for its general basic recognition, otherwise - where it is no longer a struggle for the principle at all, but only for the degree of its practical enforcement in this or that field.
