IV.Paper industry. 3o./ Since the Romanian paper and paperboard industry may cover the country's needs except for some special varieties, and in addition occasionally produces export overshoots, the relationship between bin-export, domestic ore-export and export, as determined by the ratios l938, 1939 and 194•, is to be maintained. In this ratio the import of those varieties which are not produced at all by the Romanian industry should not be included - such varieties are: cigarette paper, filter paper, photo, raw and print paper, the statistical numbers to be used will be agreed between the German and Romanian paper industries. The Romanian industry asks that, when the quota for printing paper is finally fixed, the quantities of printed paper imported for the "Romania" newspaper be reduced. 31/- Agreements on prices and qualities on the basis of market rules are to be reached for imports It is in the thought of a European understanding that the transport of this type of goods is not exposed to any difficulties or obstacles. Therefore, the Romanian Peyierkartell will promote wishes for the removal of unnecessary obstacles after a customary agreement. With regard to participation in imports, the members of the V.I.P. (Association of Internetional Paper Cartels) are to be preferred. 32/ The Romanian Industry Committee is pleased to note that the German paper, paper and cellulose industry, with the most important export industries in Europe, in particular Finland, Norway and Sweden, has adopted firm export regulations which have been followed by agreements with most of the European consumer countries.
