3) The strong increase of the special courts had taken place that the selection of judges working in the special court would no longer take place as carefully as in the first years because of the lack of suitable forces. While, in principle, only highly qualified judges at the special court have been able to function professionally and in particular politically, many judges from criminal chambers and interest-rate groups had to be enacted in order to increase the number of posts.
