9 April 1941. Sta. St.S. 118/41. I. To Mr. 9. IV. 1941 Prime Minister Eliáš, Prague. Dear Prime Minister! To repeat, I had to find out that Czech departments in order to justify measures of all kinds rely on an order or suggestion of the Office of the Imperial Protector. I have often said that such a method is to be disapproved and in any case to be omitted. What excesses are still to be recorded, however, is the result of a decree issued by the Ministry of the Interior under the 4.v.M. - Sign Z 6145/1941/13 because of the removal of the snow in the roads in the spree of the capital Prague addressed to the magistrate there. In the decree it is said literally that the ministry had been sought by my personal secretary to carry out the elimination of the Snow in the routes according to certain aspects. I cannot help blaming such a phrase and now ask you to use a -2-
