SEP. 1943 To the Minister's Secretary Dr. G i e s in the House The report section I send back according to the procedure and may note the following: For the care of the bomb-damaged from the rest of the Reich- , only the commissioner is responsible for the supervision and care of German bomb victims. Basic orders are only ascribed to me for the examination of their conformity with official jurisdictions. Also, I receive from all essential letters of the commissioner in individual matters abgeschriftlich Kerntnis and am consulted here and there on particularly difficult questions. The complaints mentioned in the report are likely to come from the first days when the organisation/support of the German bomb victims was still in the early stages. In the meantime, the commissioner has issued a leaflet, which is handed over to everyone who has been bombed so that he knows from the outset to which places he has to turn with his different needs.
