59 it was therefore clear that only a small part of the municipalities visited by the audit groups could be examined. In particular, it was inevitable for reasons of traffic management that some districts had to be omitted. I should also like to recommend that, in the case of similar actions in each of the audit groups in each district, a monitoring detective or perhaps a German gendarmerie officer should be attached, so that the necessary review takes place from the outset with each individual group. On the other hand, according to my findings, the desired secrecy of the action has worked out, and I have also not identified any concern in the individual municipalities. The farmers affected by the control have readily demonstrated their stocks, which have been almost thoroughly examined by the controlling bodies. In most cases the quantities of cereals have not only been estimated, but mostly tested by means of wagons. In particular, the information available to the control bodies has proved very useful, which has greatly improved the calculations of the various factors and, above all, reduced speculation to a large extent. In conclusion, I can say that the German Criminal Police's order to carry out its task with the inspectors is without doubt to take into account, fully and completely, the possibility at any time of control by the Reichsdeutscher Vereinrichtungen. In future similar actions, it should therefore be considered whether it would not be more expedient to entrust the individual external departments with carrying out their checks in order to ensure intensive and effective control.
