STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 1324, sig. 109-4/1078 (damaged)
English Translation
I would like to say a few words to my future co-workers and workmates in order to clarify my relationship with the follow-up. (a) The declaration of the Fost as important for war does not only have the consequence that the needs of the post office, in particular the factual requirements, are to be taken into account and every promotion of the public administration are certain, but it also nobles the postman, who stands in this important use of the war. It is the pride which must instill in the postman the feeling that he too, in the defence of his home country, has to fully meet all requirements, regardless of where he stands and what service he provides. There all services are equally important and each stay back is a crime against the state. (b) In order to comply with all requirements, I shall endeavour to simplify the service substantially and, in particular, to increase the individual's competence as far as possible, in accordance with the example of the Ministry; it must cease that an act 5 or more bears signatures and therefore be read and evaluated by five or more servants successively. This idleness of the management machine must disappear. Everyone should fully bear the responsibility for his work and for it straight away.
