The following principles apply to the transition of pupils from primary school to the first grade of secondary school: 1. Children may be registered by the students either in a higher school located at their place of residence or accessible by them or in a high school in their home country. If the children are registered in a school situated or accessible by them, the children's allowance, the entrance examination, the payment of the admission fee and the payment for the school's fees are determined by the rules generally applicable to this school. As a rule, they remain in the case of the children being accommodated. However, the responsible district officer of the Hitler Youth may order their transfer to a KLV camp if this is necessary for the release of family accommodations for children under 10 years of age or for the better use of the KLV. camp. To this end, the addresses of the children admitted to a higher school are given to the local competent area. If the transfer to a KLV camp is ordered, a school allowance is not payable. 3. If the children are registered for admission at a higher school in their home country, the school has to decide on their provisional admission on the basis of an expert opinion of the elementary school of the home country. It may also request a statement from the primary school at the place of accommodation. The acceptance examination is postponed until the final admission. The primary school of the place of accommodation shall communicate the addresses of the children provisionally admitted to the high school to the local district officer of the Hitler Youth, who shall take the necessary measures to bring the children together in the camp in which they are taught in accordance with the guidelines for the first class of the higher school. A school allowance is not payable until the children are finally admitted to the higher school in their home country. In order to inform the sending office of the children's land dispatch, a list of the pre-incorporated children must also be sent from the higher schools of the home town to the district commissioner of the Hitler Youth there. I. The above provisions apply mutatis mutandis also to the admission of the country-sent pupils of the primary school into the first class of the middle school. In place of the first class of a secondary school, these children may also be registered for the first grade of a primary school located in or accessible from their place of accommodation. An understanding of the district officials of the Hitler Youth is necessary in these cases.
