- 3 - the special applications must not be transferred to the concentration camps, but must be dealt with in accordance with the provisions already in force and to be observed. to report briefly: 1) Number of prisoners transferred in February l943 and in the past Honat on the basis of these orders. The eastern workers included in the total number, who are still not to be reported in lists but only in numbers, are to be placed in brackets. 2) If in the same time prisoners have been transferred to the concentration camps after further general sonetic orders, these must be reported in addition with the indication of the relevant general decrees and the subject matter (key word, e.g. special action, fight against gangs, etc.). Further executions are not to be made. No missing information is required. To facilitate the collection confirmation, the binding of the lists must be carried out at the end of each month on the basis of the departure of a collection transit. As has already been done, the camp stage I is generally fixed for the hftlings; if in binzel cases other steps are taken for necessary, short, but well-founded individual application must be submitted retrospectively. The transfer of prisoners from a camp stage with easier activity to heavier ones will then be initiated. The evidence must, as already ordered in my decree referred to above, be made so clear that it is in fact suitable for collective protection and for cutting out and dividing the operations; they must be submitted openly, unless there are special circumstances.
