To the divisions of the Ministry of Interior /without the heads of sections and subject areas/ to the subordinate authorities /without government departments and the Gendarmerielandeskommandos SCHNELLBRIEF sent a message to the Minister of State, Abt. I to the Oberlandrats-Inspektiven to the General Commanders of the Protectorate Police /with the request for appropriate instigation in their area to all central authorities /with a request for corresponding further instigation in their Bercich, except the political authorities/. Subject: Use of passenger cars. Reference: Decrees of the Ministry of the Interior 1/ of 24 February 1942, Z. P-1323-18/2-42, 2/ of 30 September 1942, z. P1323-29/9-42 PS 1. With my first decree, the following basic order was issued regarding the use of passenger cars in the public service: "In the public sector, in economic life and in other transport, passenger cars can only be used for the fulfilment of important or war-decisive and vital gifts. The use is also offered in these cases, if without endangering the task the destination can be reached by a means of transport. A time, ST old woman does not justify the use. This also applies to journeys over long distances. All journeys, which serve non-Ksi gsscheidende tasks, are therefore prohibited as private fans u id Ind. In the same way, all journeys which are carried out for reasons of convenience are prohibited." With the second decree, I ordered the formation of driving readiness, the ordering of driving guidance and the issuing of written driving instructions. Despite all the contrary instructions, passenger cars are still used today for journeys which can also be carried out by public transport. The view that the current provisions on the use of passenger cars do not have to be complied with as strictly as for petrol vehicles is erroneous. I would therefore like to point out once again the strictest compliance with the orders contained in both decrees and also determine the following: 1/ Anyone who uses a passenger vehicle is personally responsible for ensuring that the requirement and use is made exclusively for war and vital journeys within the meaning of the above-mentioned order. Any misuse of a service vehicle will be prosecuted and punished in the strongest possible terms.
