- T e-e r sar ee Z. P-1323-26/4-1944-PS-1. Prague, 26 April 1944. To the divisions of the Ministry of the Interior /without the heads of sections and subject areas/ to the subordinate authorities /without government departments and the Gendarmerielandeskommandos SCHNELLBRIEF, to the Mr. German Minister of State, Abt. I to the Oberlandrats-Inspektiven to the General Commanders of the Protectorate Police /with the request for appropriate cause in their area/ to all central authorities /with a request for corresponding further cause in the Bercich, except the political authorities/. Subject: Use of passenger cars. Reference: Decrees of the Ministry of the Interior 1/ of 24 February 1942, Z. P-1323-18/2-42, 2/ of 30 September 1942, z. P1323-29/9-42 PS 1. With my first decree, the following basic order was issued regarding the use of passenger cars in the public service: "In the public sector, in the economy and in other transport, passenger cars can only be used for the fulfilment of important or war-decisive and life-important tasks. The use is also possible in these cases, if without endangering the task the destination with ef n a S r T al does not justify the use. This applies to you for journeys over long distances. All journeys which serve ts critical tasks are therefore regarded as private companies are therefore prohibited in any case. Similarly, all journeys carried out for reasons of convenience are without exception rhoten." With the second decree, I ordered the formation of driving readiness, the ordering of driving willingness ladders and the issuing of written driving instructions. Despite all the conflicting instructions, passenger cars are still used today for journeys which can also be carried out by public transport. The conclusion that in the case of cars with domestic fuel the current provisions on the use of passenger cars should not be complied with as strictly as for petrol vehicles is erroneous. I would therefore like to point out once again the strictest compliance with the orders contained in both decrees, and also determine the following: l/ Anyone who uses a passenger vehicle is personally responsible for the requirement and use of the vehicle exclusively for war and vital journeys within the meaning of the above-mentioned order. Any misuse of a service vehicle will be prosecuted and punished by criminal law and criminal law. BNNAN
