English Translation

This comparative survey is based on the findings and impressions of visits to five of the present administrations (in occupied France the author is currently working constantly) in August and September I94l, for which the author owes his sincere thanks to the heads of these administrations and their senior administrative officials. The presentation of the structure and staffing of the seahs administrations reflects the situation from the end of August to the beginning of September 194l.
