These construction projects may only be carried out if your exemption is granted; they should be admitted only if the employment situation permits. In general, all non-war-related construction projects will be closed down so that the workers who will be released can be used for war-related work. I therefore ask that exceptions from the ban on new construction be allowed in general only if particularly compelling reasons require this and if local and non-comparable workers can be used on the construction sites. The consent notices must be given for a period of 3 months. Extensions of the deadline may only be granted after detailed examination. You have to fail if the delay in the start of construction is due to an already existing excessive strain of the construction industry. An extension is to be noted on the exception authorization notice. Against your negative notice is the possibility of a supervisory complaint. This is to be submitted to you (Department of Labour and Social Affairs) and sent to the representative of the Reichsprotector for the regulation of the construction industry with all procedures and detailed opinion; his decision is final. By July 15, 1941, all builders have to notify you of the construction projects which cannot be completed in the shell until July 3, 1941 on the prescribed form in duplicate.
