I am concerned to pass on the draft that you have made under the 17.5.1941 to the Reich Protector, because, firstly, my attribution of 1 June 1941 is laid down on the proposal and, secondly, the letter to the Minister of Finance is missing. I would suggest that the draft be rewritten, that it be completed, and that the proposal be re-signed by the Under-Secretary of State, bearing in mind that the heads of department p and II have signed it, and then I ask that the text be forwarded to me so that it can be received by the Secretary of State's paraphrase. I believe that in this process the draft will soon also receive the signature of the Reich Protector.
