Frank, IteH, my Commissioner, Director of the Court of Auditors Stengel, has reported to me on the negotiations you have conducted and on the gratifying outcome. Hawranek will be appointed acting head of the Czech Supreme Audit Authority; he will be directly subordinated to you and the Reichsprotektor as head of a supreme protectorate and in accordance with the duties and the nature of the authority, as well as to the laws and regulations applicable to the Supreme Audit Office. Doctorate Dr.Hawranek retains his post in my authority and will be subject in disciplinary terms to the regulations governing the officials of my authority. I am prepared to assign him to you with effect from 1 July 1942. I would like to thank your authority if the Government Councillor Herrmanny could be made available to Dr Hawranek for a certain transitional period with part of his labour force. Since a summary of all the examination tasks in the Protectorate in one hand will provide a particularly fruitful and every friction-excluding inspection work in the protectorate from the outset, I intend to delegate to the Ministerial Council Dr.Hawranek the tasks which are incumbent on the Court of Auditors of the German Reich in the Inspectorate and which are currently being processed from Potsdam and to provide him with the necessary German officials for this purpose. I am firmly convinced that the solution sought by the Community will work to the benefit of the inspection work in the Protectorate and thank you for the great willingness with which you have taken St.S.IO-1940/4
