Copy. 37 Reichsssicherheitshauptamt Berlin, 9 November 1939. : V 7 No. 4599/39-502-5-g. The state police stations in Tilsit and Allenstein, the security police groups in Warsaw, Krakow and Katowice, the state police offices in Brno, Vienna, Graz, Klagenfurt, Salzburg, Innsbruck, Stuttgart, Kerlsruhe, Trier, Aachen, Düsseldorf, Münster, Osnabrück, Wilhelmshaven and Kiel. Subject: Treatment of foreign flag fugitives. --- In agreement with the High Command of the Wehrmacht, I request that the border police authorities be ordered to refrain from relinquishing the deportation of foreign flag fugitives during the duration of the war by way of derogation from the general guidelines (Section F of the Order of Service, Part II of the Foreign Police Regulation) and to report any attack by a foreign flag refugee without his prior interrogation by the competent defence station, so that it can dispose of the flag fumigants. Foreign flag fugitives can only be heard if there are independent state police reasons for this. Len Mr Reichsminister der Finanzen I have asked to inform the departments of customs border protection and to instruct them to attack a foreign flag fumigation.
