- 2 - II/ The reasons for the decline in the morale of work were as follows: l/ Insufficient growth of new workers from their own industrial district, hence the constant influx of foreign workers from the rest of the protectorate by way of service obligations. This is linked to: mining fear, factory anxiety in the traditional industry, unfamiliar environment and workplaces, resistance to service obligations, homesickness, own agriculture and domestic worries at home, holiday ban. 2/ There is too long a time between the contrary action and the arrival of the roads, since the administrative and administrative aspects of the building and the construction of the buildings are too long. Long research on escape, therefore a bad example against other involuntary workers. 3/ Too slow and often ineffective access of the executive power_(Po lizei and Gendarmerie). The contract holders are often at home or with their relatives, which was found by the company's own inspectors in 3 % of the controlled cases. Nevertheless, the return of these elements by the executive is not possible. Thus, the idea of escape is almost encouraged. 4/ Too little visible executive bodies, especially in the border regions. Spatially too large a distance between the individual gendarme stations, which are often occupied with only 2 to 3 men. 5/ Insufficiently existing clothing with the service-obligants and with the enterprises; also concerns shoes. Insufficient and incorrect information of the new service- obligants concerning type of work and employment and duration. These people appear largely in well-preserved street corridors and often do not know that they were sent to work in the local area with determination in mining, or to come to heavy industry. 6/ Impact of political and military development, proximity of the front in the east, conditions in Slovakia. III/ The direct consequences of the decline in work ethic must be mentioned: 1) the loss of the authority of the manager, his representative and authorized representative, 2) the reduction of industrial capacity, since the workers who have been employed so far are also infected by the possibility of escape and are led by the retention of performance to lower work performance. −/−
