The conditions are actually as Schmidtbauer describes in his report. For the most part, the employment offices in the Protectorate do not find it necessary to return persons leaving their place of work on the mountain, even on cover letters from the RsD. Likewise, employment offices are gradually becoming known to the workers, which has to do with the fact that the flight of work has to be accumulated and therefore work appointments must be constantly postponed. I too think it is essential that the highest police authorities in the Protectorate take action against this concept of energy and that the necessary means be used if it is not to be done. Under no circumstances, however, is it necessary that the displaced workers in their home territory be covered and thus reach the goal of their wishes contrary to the German orders. In my opinion, the workers should be led to the mountain if necessary under police surveillance. If a worker repeatedly commits himself to the flight from work, he shall be charged with more severe prehereite penalties.
