6 - 2 - about 3 O00 prisoners have come into question. 4-Standartenführer Dr.Gies wishes that the following points are taken into account when using prisoners: 1.) Only German prisoners should be employed as possible. If the use of foreign-völkish prisoners cannot be avoided, prisoners of Slavic nationality must not be employed. There are no objections to the use of Hungarian Jews. 2.) The use of specialists and managers (free workers) is required to guide the prisoners to work. This is usually done by using construction companies, which provide the necessary construction equipment to the specialists. Since the mentality of the Czechs must be taken into account, Czech construction companies must not be used for the above-mentioned purpose. However, it is possible that, when using German construction companies, Czech workers may be used to increase the number of Czech workers. 3.) The detention centres to be set up must not lie in or in the immediate vicinity of them. Rather, it is necessary to ensure, as far as possible, that the Czech civil population is fully informed. 4 Standartenführer Dr.Gies was asked, if possible, to provide police prisoners for the execution of the construction measures, but expressed concerns about the constant change in the composition of these prisoners, which no longer gave rise to economic use. However, the police prisoners employed in Leitmeritz during the tunnel construction project of the Waffen-i showed that the services of the police inmates are greater than those of the KL prisoners. After investigations of the construction projects by the Wafen-i, reporting is again carried out at the German State Ministry.
