Group II 4 II 4 c 114/42 Prague, 4 February 1942 Dr. Gies, Chief Government Councillor Subject: Mission of the Ministerial Director Dr. Engel Zu St.S.IV D - 26/42 of 3 January 1942 As a result of the meetings with the Ministerial director Dr. aT l. Reciprocal relations between Reichsversicherung and Protectorate insurance The re-regulation of mutual relations is politically and objectively necessary; political, because at present. nor the old conflict treaty in the German Reich and the former Czechoslovak Republic must be applied, factually, because this old regulation no longer suffices to the changed political and economic relations d r de d from the Protectorate in the rest of the Reich and in reverse. The new regulation is urgent, it is to be carried out by means of a Reich decree on the basis of the Führer's decree of l6.3.l939. This form of regulation presupposes that there is a separate social insurance in the Protectorate, but expresses that it depends on the Reichsrecht. The regulation does not need to say anything about the equality of the members of the protectorate, because the protectorates are nationals and the protectors are not considered as foreigners. A settlement of the members of the Protectorate is not intended, would also mean a step backwards from the rules laid down in the old mutual agreement for the Czechoslovaks. 2. Combating tuberculosis The insured persons from the Protectorate of Bohemia and Moravia will be included in the agreements of the Reich concerning the occupation of the welfare of Vyšnë Hagý. For the time being up to 75 beds are planned.
