Especially important is the struggle towards all manifestations of dissatisfaction that threaten the creative foundations of European culture. 6. Within the framework of the European international community, the peoples have special obligations to produce the benefits for the whole, not only for themselves. These high achievements require a natural right to leadership in the common affairs of the people's family. Leadership, however, is by no means rule. Even in the Middle Ages, unlike the papacy, the empire did not seek world domination, but sought a natural balance within an order of equal European states, which was managed from the centre. In addition, it should not be too strong in the development of the Europabilde the Reich idea /aside from some Germanic tribes / to place it in the center, because it can be all too easily falsified by the opponents into imperia- lisism. 7. The highest level at which the confrontation with Bolshevism and Americanism must take place is that of a philosophical anthropology: a doctrine of man. Vir, in the last reason, does not only defend German and European languages, but a humanity conscious of its value in general. This humanity receives its own character through six freedoms and rights: the right to adequate private property and thus a way of life to be shaped by the individual; the possession of the European cultural tradition from antiquity to the present; the recognition of the inviolability of the person in the sense of the Germanic desire for freedom and justice; the right of free opinion through the exchange of ideas between peoples, denominations and states; freedom of belief and, above all, the right for professional work, which takes full account of the gift and performance of the individual. 8. The concept of Europe does not stop at the present eastern front lines or at the former state borders of the Soviet Union. Europe also includes the peoples of the East and the South-East, who, by virtue of their substance, can affirm the idea of a European family of peoples, or who, through their present efforts, demonstrate that they want to follow the path of alignment with the European one after the war. 9
